Which of these is the most important reason for doing a pre-trip inspection?
✓ To find problems that could cause a crash or breakdown
A pre-trip inspection exists to find safety problems before they find you at highway speed. It's also required by law, but the legal requirement follows from the safety purpose, not the other way round.
The minimum tread depth required on the steering axle tires is:
✓ 4/32 inch
Steering axle tires need at least 4/32 inch of tread; all other tires need 2/32 inch. The front tires get the stricter standard because a steer-tire blowout costs you steering control, which is far harder to survive than losing a drive or trailer tire.
During a walkaround inspection you find a cracked leaf in a leaf spring. You should:

A cracked or broken spring leaf is an out-of-service condition. Suspension failure can drop the axle or shift the load without warning, so the vehicle doesn't move until it's fixed.
