One thing to know first. California publishes a passing score but not a question count.

The DMV states a passing score of 80% on multiple-choice questions drawn from the California Motorcycle Handbook, but does not publish how many questions the test has. So this exam scores you at 80% — the part California actually specifies — and we do not invent a question count.

On a California motorcycle built in 1978 or later, the headlight must:

✓ Remain on at all times

Models from 1978 onward must run a multi-beam headlight that stays on at all times. It is a conspicuity rule — the point is being seen by the driver waiting to turn left across you, not lighting the road.

What is unusual about where a pennant sign is posted?

✓ It is the only sign posted on the LEFT side of the road

Every other sign sits on the right. The pennant is on the left because a driver thinking about passing is already looking left down the oncoming lane — the sign is placed exactly where their eyes are at the moment of the decision.

What does California law say about a motorcycle passing another vehicle within the same lane?

✓ California law neither allows nor prohibits it

The DMV states that California law «does not allow or prohibit» passing another vehicle in the same lane going the same direction. That is a genuinely different thing from being expressly legal, and it is the wording California uses — other states prohibit it outright.
